OR202 Sidewalk Project - Project Location Map 

The OR202 Sidewalk Project includes construction of new sidewalk, bike lane, retaining walls, and drainage improvements along the north side of the OR202 highway from Dresden to the DMV and from Astoria High School to 4th Street. Upon completion of this project, there will be sidewalk continuity for the entire stretch from 7th Street around the Astoria peninsula to 45th Street. The highway along most of the project alignment will also be paved. Oregon Department of Transportation (ODOT) staff is currently designing the OR202 Sidewalk Project that is scheduled to bid in January 2023 with construction anticipated in spring 2023. Funding for the pedestrian improvements is being provided by the ODOT Transportation Enhancement Program.  The total estimated project cost is $5,707,000 including design, permitting, and construction.  ODOT will be providing approximately $5.17 million in funding and the City will be responsible for a match of about $536,000. Most of the City’s match will be provided from the ODOT Surface Transportation Block Grant (STBG) Program funds. 

Prior to the sidewalk project, the City is planning to replace approximately 2,200 feet of 1918 waterline along the OR202 highway between Alameda Avenue and 5th Street. The existing 100-year old waterline will be replaced with a larger, more resilient waterline in advance of the sidewalk construction and associated roadway paving. Currently estimated at just under $1.8 million, this project will be funded with a portion of the City’s American Rescue Plan Act (ARPA) discretionary funds. Consor (formerly Murraysmith) perform the engineering design and bidding support for this waterline replacement project. Big River Construction was awarded the construction contract. Construction is currently underway and anticipated to be substantially complete by February 2023.
